Selector.drop() converts the no-parent case into CannotDropElementWithoutParent
for HTML but raised a bare ValueError for XML, because the None check added in
f73b390 raises a type the surrounding except clause does not list.

skip the c1 tests on old libxml2 instead of asserting the old behaviour

the c1 remapping only happens on libxml2 2.14 and later

the windows wheels and the min-deps job still ship an older one , where the reference comes
back as the raw character . that is the behaviour #76 reported , so it is pinned too rather
than assumed away .
