the c1 remapping only happens on libxml2 2.14 and later
the c1 remapping only happens on libxml2 2.14 and later the windows wheels and the min-deps job still ship an older one , where the reference comes back as the raw character . that is the behaviour #76 reported , so it is pinned too rather than assumed away .
