Raise CannotDropElementWithoutParent when dropping an XML root element

Selector.drop() converts the no-parent case into CannotDropElementWithoutParent
for HTML but raised a bare ValueError for XML, because the None check added in
f73b390 raises a type the surrounding except clause does not list.
